Lights tripped breaker won't stay on

Lights have tripped while I've been out, breaker won't switch back on. I've turned off everything and even took out all light bulbs but still refuses to on

Its likely water has got to the electrics due to heavy rain over the past few days. If its lights then id check the outside lights first.
