The intercom system in the purpose built flat I own is not working properly. Namely the bell is not working and the speech can not be heard inside or outside. Only the ability to unlock the door is working. Neighbours are not experiencing any problems. Is this likely to be a problem with the handset or external intercom panel? Also who is normally responsible for diagnosing the fault is it the management company or the leaseholder?
