Fascia board blown off - is roofer to blame

I had a new roof installed 1 year ago with a 10 year guarantee. It’s concrete tile roof, and the roofer installed a dry verge system on the gable end. He did not replace the existing wooden fascia boards. One of the wooden fascia boards, together with the dry verge caps, have recently blown off, leaving the side of the roof exposed. The roofer says this is not his responsibility because his scope of work did not involve doing anything to the wooden fascia boards. He thinks probably they were not properly secured (although they’ve been in place without issue for about 60 years before I had my roof replaced). We have had some windy weather recently but nothing out of the ordinary for this time of year. I have checked the original quote he gave and there was no mention of the fascia boards, just that he would install a dry verge system. Do you think the roofer is responsible in any way?

The roofer isn’t necessary at fault as he’s just installing the verge end caps on the gable end to protect the roof and property from the elements of the weather. On the other hand should have the roofer advised the customer that the wooden fascia boards had seen better days. (If noticed). The top and bottom is that in a situation like that your material/job is only as good to what is fixed into.
