Who can drop a flue for a gas fireplace?

We installed a wood burner last year and while dropping the new liner for that our roofer also dropped a liner for the gas fireplace we are installing this year. It is the correct size for the fireplace we have chosen. We have had the gas fitters out to give a quote for installation and they have said a gas safe plumber (them) has to legally drop the flue for a gas fireplace and we will need a whole new flue. Is this correct?

Any work undertaken on the chimney- including installation of a new liner with a view to installing a heating appliance, then associated works are a controlled service and must be undertaken by a competent person, such as a Gas Safe Engineer for Gas Appliances and HETAS Registered Installer for Woodburner or approved by your Local Authority Building Control department. In this instance the liner has been installed by an unregistered third party with intended use for a gas appliance meaning it’s unregistered and it is a requirement that an installers sees a notice for the works has been lodged with building control and that there is a notice plate on site relevant to the liner covering details on the following information: the grade, who fitted the liner and when Unregistered third Party installations are not recommended as they can cause a number of issues to arise, not only safety issues but also trouble finding a registered individual willing to work on it and take on the liability as it could have been ripped/damaged during the installation or upside down.

Or generally a Gas Safe Engineer will be in attendance whilst a Roofer drops the Liner. There will be works on the Termination and sealing around the annular space. As long as the Liner is installed and with a Competent & Registered Engineer on site, that will be the way forward. A Gas Safe Engineer will not take responsibility for an already installed Liner on the Basis it is Sound. Although saying that, there are Flue Flow Tests that can be carried out to deem it Safe or Unsafe. Personally, I use a Roofer whilst I am on site so the Chimney work above is sound and I oversee the Liner coming down and make sure everything complies. Then i know it is Safe.
