Boiler problems

I have a large tank and a small one in the loft when i switch the boiler on to heat up the water it make a gurgling noise and hot water comes out of a copper pipe in the loft over the small tank

This is the expansion pipe from the heating and this fault is called (pumping over) it looks like the pipework has been done wrong and if this is not sorted it will result in serious radiator and boiler damage.
