Lining paper adhesive

Do you need to completely strip all the adhesive from old lining paper before putting up bew lining paper? Paint will be going on the new one. The adhesive is really stubborn and I feel like I’m not making progress removing it.

Hi there the adhesive will come off by applying warm water it with a paint roller and a good quality scraper if you don't take it off you can be left with an uneven surface, but if you were to leave it, it still has sticky residue so you can paste the walls and line the walls if you've had enough!
