Ensuring loose victorian lintel is structurally sound

I've opened up the fireplace to the builders' opening, and found the Victorian lintel / arch of 'soldiers' - but some of these are very loose. Does this affect the strength of the arch and if so what is the best way to make sure the chimney breast is properly supported?

Does it look like its sagging in the middle, if not then rake out some of the old cement and repoint, if it is sagging or you feel that it needs to come down then punch a brick through 2 courses higher than the arch and get a prop with a strong boy in there, take it down and make a wooden form in the shape of the arch to rebuild it ontop of, once set take the form away
