Architecture Question

Pva mixture of 1/4 pva/water on old plaster walls

Is the pva mixture ok for OLD plaster walls that are completely dry?
Is it ok for previously painted walls that have been lightly sanded?
All of this prior to painting with Matt Emulsion on top of it.

dont put pva on walls before painting the paint will just slide off when you paint.

Pva is glue and glue isn't what you slap all over your walls before painting.. There my be one or two trades who seem to think this is the way to go, but it's not.
Use the right type of paint from the start and you can't go wrong, just ask at you local decorating merchant for verious brands that are more suited for old plaster.
