Boiler running even when programmer switched off

I had new boiler installed a couple of weeks ago. It's a system boiler, serving hot water, downstairs CH and upstairs CH, with 2 thermostats and 3 drayton 2 port valves. The heating runs off one programmer and HW another. Ever since the change we've had issues with the boiler continuing to call for heat/fire even when all the programmers are off. No heat is getting to the downstairs rads, and nothing to the upstairs, bar two old radiators in the bathrooms. I'm told these are likely part of a summer system hence runs off the hot water. I can't work out why the boiler firing up during the middle of the day to try and send heat to the HW and these two rads. I have changed the head on the drayton 2 port valve, and this seems to be working fine in that the lever moves when the programmer is switched to on/off. The only thing I can think of it is the valve itself, the head doesn't seem to turn a full 90 degrees between vertical and horizontal and when I try to move it to a 'flat' position, I hear a hissing type noise that sounds like water escaping. Any suggestions?

This could be more than one thing causing the demand. As it was only a couple of weeks ago have you contacted the installer?. Any good engineer or company normally offer a guarantee. At least help diagnose the problem.

Hi you would usually expect this to be a faulty zone valve but since that has been changed it looks like it could be a wiring fault.
