Refusing to sweep a chimney?

We had a sweep to our house to sweep the chimney. He refused saying the installation was unsafe. Charged me £60 for a ‘report’ (five minute tick box exercise), and said I needed to:
Remove stove, install a liner and (get this) sweep the chimney! and reinstall the stove, top pipe etc.
I feel like I’ve been scammed. Is there any good reason he didn’t sweep the chimney?

No chimney sweep likes sweeping a stove that’s not lined. If it was me I wouldn’t have charged you for not doing the job or I would have swept it after telling you it’s going to be a bit more money as there is a lot involved to sweep it properly. Really he should have asked you on the phone is it lined then if you are unsure you could have told him then it’s up to the sweep if he wants to do the job . The safest and easiest thing to do is get it lined . If you think you have been taken the give his governing body an email and explain and they will assess the situation, they are really good . I’m with the NACS and Hetas , he probably is to or he’s with another organisation the paperwork he left should have that on it

You don't need a liner as long as there is access through the closure plate to keep it clear of debris. The closure plate sits above the stove and seals the chimney . As mentioned he could still have swept it it's just a bit more involved . To say you have to install a liner is wrong .

You don't need a liner to use your stove, providing there are no integrity issues with the class 1 brick flue, the closure plate should be sealed and fixed in place with access to the sweep hatches to allow sweeping and debris removal.
