Stripping old paint off a wall before painting

Would really appreciate some advice. I have steamed and stripped off an old 1970s wallpaper and the paper liner and what's left underneath is old paint peeling off across all areas of the wall. There are some fine line cracks to some parts of the wall that has been filled years back but all walls appear to have old paint remaining on it and looks a state. Is it best to get an electric sander and sand off the old paint then polyfil the dents and cracks or scrape as much as I can and use a peel stop paint as I've seen online? Just losing sleep from uncovering alot of problems from an old council house I've semi moved in (it's in a rut that it's not livable atm) and finding the fixtures is not what I budgeted enough for and would like to fix as much as I can that's doable. I be thankful for any advice.

Hanging lining paper or you can skim walls depending on sub wall condition

Hanging some lining paper prior to painting may be worthwhile for a smooth even surface, then just paint when dry.

I would sand it down or run a scraper over it to get any loose paint of then apply a Zinseer peel stop and then either fill then paint, or other option put lining paper up then paint . Thanks Dave Head

As others have said, yes you could give it a sand and then peel-stop over it to seal it up before further filling and prep work. The easier option would be to just hang some lining paper and you will achieve probably a smoother finish for much less effort. Top finish would be to pay to get the wall skimmed by a plasterer first.
