Hi If someone says they will take 3 weeks to finish job does it start from the date I signed contract? What if there were no date on the contract?

No.
It's start from the agreed start date.
The contract should have all the dates and terms and conditions.

No, The work start when the engineers turn up on site and start work, all preparations and ordering will not be included in the time scale of works

The contract starts on the date both parties agree on and this should be on the contract you both sign if the date is not on the contract you should return it and ask for the start date to be put on and until then do not sign it .
