You shouldn’t have signed off on the work in the 1st place. But this doesn’t affect your rights.
If you are unhappy with the quality of the work your builder has done .
You must give them the opportunity to rectify the work first under the trading standards law.
If after that time your still not happy then you can start legal proceedings..

It seems like you have made a little trouble for yourself.
You should write to who you contracted and give them time to respond. Provide evidence of what is not right and why it isn't.
You should have withheld payment but what's done is done.
I'd no answer then trading standards will need to be contacted

Both comments above are correct. A judge will not entertain a claim if the contractor hasnt been offered to retify the work first.
Advice: Pay for work in 3 stages and ask for references and proof of previous work
