Gas Work Question

In winter, water is not hot enough

What can I do this improve this or is there a fault. in summer, the temperature of water coming from taps is hot enough for a shower, however in winter it is lukewarm even with me increasing the temperature to the maximum.

I presume the boiler is fairly old and cant keep up with raising the temperature from very cold. One simple option is to reduce the water pressure going into the boiler allowing it to heat it up to the right temperature. other than that you would be looking at a new condensing boiler
