External pipes too short and creating damp on wall

Hi I just moved in a new flat and I have noticed the outside pipes are too short which means they splash water on the external instead of getting into the drain, creating damp on the external wall, which is extending to inside. My guess is that the pipes need to be extended first so the damp can stop and then let the wall dry before fixing. What would be the cost to fix the pipes?
Are you a tradesperson and able to answer this question?
Replace pipe to proper size then if the water has penatraited internal plaster to be removed spray wall with salt repelant to stop salts coming tru brick work then replaster sand cement with water profer or tanking system then reskim
Hi I'm just wondering if the pipes are actually over flow pipes for water tank or toilet if that's the case it's a different job and its your toilet or tank that needs mending . phone a local builder to have a look and advise and give you a price

Extending the down pipes and fitting the best pipe outlet below existing damp makes sense and is relatively easy to do, depending on how many pipes to be extended i would build a quote up !
It may not fully dry out inside but ok go for it !
Quoting on the internal damage needs to be done in person with some testing kit
Again depends as your saying it’s just penetrating damp ! There may be rising damp! Quotes may vary post it as two separate jobs
