Paint peeling off

i had my daughters room plastered a few years back and then i mist coated it and emulsioned it. Over the years she's picked at the paint and peeled bits off, so as i've started preping it for re-painting its peeling off like its wallpaper.
What could have caused this and whats the best prep for the new paint?

This could be caused my the mist coat not being correct, to much water or not enough water I always use a 50/50water to paint
vinyl and silk paint is not good for new plaster as the plaster can not breath and needs to keep drying.

Try and fill the holes where is paint has peeled of with a good filler and sand down, seal the walls with PVA and water mix this will seal thewall's and help the paint stick to the wall's
