can i render a single skin concreat wall to water prof and plaster board in side?

No it will condensate and the boards will fall off. You will have to put a timber insulated frame up internally, with vapor barrier.

It depends on the walls thickness, over 600mm
I would say probably yes but a cavity is best to prevent lateral penetrating damp. You would need a vapour barrier for sure.
