Roofing Question

Flat roof leaking - only felt

We had our flat roof replaced 20months ago, since then I have two leaks(getting worse). I have asked the roofer on two occassions as to the problem, he suggested the wall was releasing moisture & repointing on the wall outside and condensation. I also asked about the felt, another roofer took a look & told us that there is only felt on the roof, not stuck down well. The original roofer said that this is fine & there is no problem, that is how he does a flat roof. I'm not a roofer, but could that be the case...can felt only be ok or did we need a top layer of mineral?
I would appreciate any advice.

if by felt you mean underfelt then no it should have a top layer of mineral felt and if its not stuck down very well than it most certainly will leak

no you need two layers of underfelt both ran different ways and a layer of mineral felt really with uv reflective paint on top if its isnt stuck down well then it isnt correct plus you should have a guarantee so he should fix it
