Laughing plaster ceiling with wallpaper

I have an old house where the previous owner has wallpapered the ceiling. It's old laughing plaster ceiling. I recently had a leak in the roof and water got into the attic and through bedroom ceiling. A couple of damp patches appeared and a couple of cracks have been there for years(nothing major, nothing fell down). I put Ronseal damp seal on it. Can I strip wallpaper from ceiling and get it skimmed? Will I need PVA over the ceiling before it can be skimmed?
Are you a tradesperson and able to answer this question?

You can strip the wallpaper but I'm more or less certain it be full of cracks.you may need to overboard it'

For a quick fix, yes you can have it replastered but as it is an old lath and plaster ceiling it will definitely crack again.
More expensive route would be to overboard it but at least that way you wouldn't be having to repair it again.

The original answer is one of the best remedies. But please change the wording to the original question. Although it makes me laugh to read it, but there is no such thing as 'laughing plaster' . It should read lath and plaster.
