Redecorating after rewire

I have had a full rewire on my rental property and a plasterer has come out to fill the chases. However the walls were wallpapered and the paper has been cut around each socket/switch. What's the best way to redecorate as I don't know the state of the walls underneath the wallpaper and don't have a steamer to remove the wallpaper.

If I was in your shoes, I would put lining paper up around the whole house and then this would leave you with a blank canvas to start again either with wallpaper or paint. This would prevent you having to strip the wallpaper of the walls and also give you a good base on which to redecorate.

first of all steamers are so cheap nowadays from most diy outlets,£25.00 new or £15-17 on ebay right now. if not plenty of hot water to the surface then a good sharp scrapper and elbow grease with patients,you will be ok.

Do not be afraid, you do not really need a steamer to get rid of the old wall paper.
get a bucket with hot water and a large brush.
brush it all over the old wall paper and let it soak for 10mins.
repeat the operation and wait a further 10mins.
do it to roughly 1sq meters per time and you will be fine.
did all my house like that and skimmed all over, nice job no hassle or put lining paper afterwards.

I would strip all the wallpaper off with warm water then re fill if I thought they were bad then I would apply lining paper then I could either paint or wallpaper it depending on what you want.
