SECURE STEPS IN PLACE

I am looking to find out the best way to secure these steps in place. They have previously been cemented but have since came loose so I cant them attached in some way so that they do not move again and are safe to step on. Have photo to help.

Are you a tradesperson and able to answer this question?

Good morning There are several options flag on edge creating step with flags so face of steps are in flags or brickwork or even some curbing or railway sleepers Many thanks

I’d need to see the steps before I could answer fully but at a guess I’d say they weren’t laid properly in the first place. Also, if the overhang at the front is too much the weight of people stepping on the front can pop the slab off the mortar underneath. (If they were laid on mortar).
