A structural engineer will design the necessary details and supply calculations and drawings. You will need to submit these to Building Control and it is them who will supervise the works to make sure that the Builder has carried out the work correctly.

The Structural Engineer would need to be registered as a member of the Institute of Structural Engineers and in Scotland be registered on the SER scheme. This would ensure he is not only qualified but has the relevant experience. Any residential work in Scotland would be carried out under the terms of an SBCC Homeowner Contract with Consultant which would ensure the Contractor is properly insured and the work would be inspected and payment certified by the Consultant. I trust this answers your question Bill Crawford

The structural engineer would ideally need to be appointed during the design stage as their calculations will form part of the architectural designs, it would be unusual for them to oversee the work during the building phase. Your architectural consultant will advise you accordingly and usually they will have people that they work with on a regular basis and trust.

A structural engineer work involves complying for the requirements under part A of the building regs. Other parts of the building regs you need a qualified architectural designer. The structural engineer is not a designer and is only focused on Part A.
