When fully dry size the walls. Sizing is important because it reduces the porosity of the surface. If not the paste will be absorbed too quickly from the paper, it will be difficult to move the paper into position and adhesion will be compromised.
Use a solution of good quality pva diluted 1:4 or 5 (pva/water) mix well and apply liberally with brush/roller. Allow to dry

really important that the plaster is completely dry otherwise stains and patches will show through the paper and the paper could possibly come away. Once completely dry i would rub down using a medium grade sandpaper to take of any nibs of paster and wipe the area down with a damp cloth, I would then apply a good coat of paste to size the walls and seal them.

...Firstly, ascertain that the plaster is thoroughly dry , on no account try to speed up the drying with ' false ' heat; it must dry naturally.
When the plaster has dried out completely, give the room a good coat of size to seal the plaster + make it easier to paper.
