Hot water system

Hi ,I have a flat built in seventies which has electric hot water system,it consists of two tanks one above the other,Im thinking it’s possibly original.Im assuming the top tank is cold water storage? The bottom old immersion heater?The amount of hot water produced now is probably half bath ,could it be just replace heating element or something else?Im trying to get an idea of what it might cost me to get proper hot water again.Im assuming that if the top tank is only cold water storage,that worst case scenario I might have to have new immersion tank fitted and keep the old water storage tank hopefully?Advice would be greatfully received ,thanks

check your water main for pressure and volume,test between 6am to 9am and 4pm to 8pm these are times of high usage and will tell the least of your main supply,if adequate fit an unvented cylinder.
