Radiators not coming in

Hi I had a new radiator fitted in my bathroom a couple of months ago .i have just tried to put my central heating on and only the new radiator and one in the hall way are working .I have bleed them and still no heat one of the radiators doesn't seem to have water in it could this be the problem .if so is it something I could do or will I have to get someone in ..I have tried to contact the plumber that fitted the radiator but he hasn't got bavk to me ..
