Best way to fix indian stone steps?

We've bought some building sand to refill the gaps between our Indian stone paving which is straighforward, but we've also got some steps that have come loose and need fixing back in place. On lifting the steps, I can see there's just sand underneath (no concrete or mortar) so how best to fix them in place again? Thanks in advance for your advice!

Hi first of all take up loose slabs and clear sand from we're they was laid and relay slabs with a mix of 4 sand 1 cement using enough water till the mix is sticky but not to wet relay slab to the same level as the rest of steps so it not a trip hazard
