Levelling the garden

I wanted to level my garden and then lay some turf on top of it. Do I need to level using top soil? Or are there other materials that can be used? Need something which is economical and budget friendly.

To level a garden depending on how bad the garden is . If it really bad up and down I would hire a ratavator and go over the garden to loosen up then rack the stones then topsoil level it and then lay the turf half bond and water . If the lawn not to bad then take of the top meaning just the grass then just topsoil levelling it out and lay the turf half bond and water
