Hello, I had roofer fixing my butimunous roof coating over bay windows. He painted it over with fiber based seal. It looked nice and smooth when he finished but as the time goes it starts bulging on the surface. Is that normal thing to happen? Many thanks, Flo And how long this seal can last? Many thanks
What he used is for a short term fix not a permanent solution to a leaking roof. Recommend to get the roofer back and tell him to repair it properly, with bitumen.

This product should only used for part time repair . I would advice to call the roofer back to get him to apply a bitumen finish or apply tourch on bitumen felt which will stop the problem long term

The seal you mentioned is only a temporary fix at best, you can't really repair bitumen flat roofs as the only have a relatively short live span so when it's gone it's gone and will need replacing, you may have agreed to a temporary repair but if that was not the case you should look at getting the roof done correctly with one of the systems available such as fiberglass, rubber, lead or again with bituminous felt it any case it needs tearing off reboarding and a professional touch.
