Gas leak incorrect value.

I recently moved into a new property, after a month a loud bang was heard from the kitchen. Days later the stainless steel hob was hot in one corner. Under the unit wAs a naked flame. 1 inch from a electric wire, leaving a charred unit top. The builder left us for 4 weeks with no cooker. The hob wAs condemned unsafe, incorrect valve used. Who is liable, how can I get compensation.
