Kitchen Cold Draught

I have a cold draught in my kitchen coming from underneath the cabinets, I purchased the property with this recently installed. I've had a look and there are two external vents, one above the other, which I have shined a torch through in the dark and can clearly see the light hitting the back of the kitchen units. Presuming these were in place originally to vent an old gas boiler or similar as I now have a combi-boiler with appropriate flue and extractor fan over oven top. Does anyone advise as to whether I am ok to fill these external vents up? They're not air bricks for foundations as they are higher up and cannot be accessed from inside due to the kitchen units. And what is the best material to fill these in if necessary? One is a plastic vent and the other is an air brick

If the holes are too big, cover both of them with cement. In case of larger holes, you can use cement along with bricks or small stone pieces (depending on your external wall, ensuring a proper match). After filling up the holes, you may need to paint the area. Regarding the cupboards, they should have their own ventilation, typically achieved by leaving a gap between the wall and the cupboard units. However, if the cupboards require ventilation from the outside (rather than from within the kitchen, as is usual), you may need to create a few very small holes, approximately the width of a pen. It would be helpful to provide pictures of the units and the holes for a more precise answer. Aurelian Stanica.

take vents out, brick up without question. room vents are high draught 0 you 1 new combi boiler will have vents

Yo uh could fill in the plastic vent, just remove the plastic and use mortar in the gaps, however don't block the air brick up because this could cause damp and mould to arise on the back of the cupboards, the air circulation is needed to stop this happening.
