No building regulations certificate

I am planning to do a loft conversion on a bungalow we have just bought (permitted development, building regulations certificate). There is a single leaf brick lean-to at the side that I want to change the roof from flat to pitched and add a timber frame to create a cavity wall. I know that the lean-to has no planning or building regs and was built in the 1980's. When the building control officer comes to do the inspection of the loft conversion will they make me bring the lean-to up to existing building regs as I don't think the foundations and waste water pipes would be sufficient?

First point is that if you are planning to use the lean two area as habitable space why would you not want to bring it up to current building standards ??
Building control will require you to justify existing foundations regards any increase in loadings if found not suitable you will be required to under pin. Also you will have to upgrade thermal insulation to the floor/wall/ roof if it is to become an occupied / habitable area.
You could carry out a trial pit which will determine the depth of the existing foundations which can then be assessed for adequacy, if not adequate the structural engineer you appoint will design some underpinning works to strengthen the foundations to take the new loads imposed upon it.
It is a good idea to comply with current standards as it will also improve the thermal efficiency of your home.
