Slate roof does it need lined

About to sell my house (19th century cottage with slate roof) however the buyers asked for a roofer to check roof. He told us roof only had a three slates missing and was good for its age. He then told the buyers that the roof would need stripped back and a lining put on (£15,000). Does an old slate roof with no leaks need lined, it seems that many people say if they are in good condition leave well alone and that membranes can actually cause problems?

a late roof with no leaks should be left alone once you start playing about with a roof of this age it will create more issues than it will solve, i can guarantee it will have nail fatigue but if the tiles have not slipping and its not leaking its not really a problem,
sounds like the roofer is looking for work, who asked the roofer to check you or the buyer,
why tell you theirs only a couple of slates missing & tell the buyer it needs a complete strip & relay,
sounds fishy to me sounds like someone trying to get a bit a few thousand of the price.
