Retaining wall for off road parking

I am looking to turn the top terrace of my garden into off road parking. My question is will this wall be sufficient to hold the weight given all the following details? Footing is 2ft wide x 1.5ft deep of concrete, the wall will be of concrete block construction to 6ft at it's highest. The wall is approx 18ft wide and will have a buttress at mid point also with a footing of 2ft x1.5ft. The bank is currently being held back by a makeshift timber retaining wall that the previous owner installed (has stood for over 6 years) which I was going to leaving in and build a foot or so in front of then back fill with hard-core.

I believe that you might need to ask your Local Planning Authority on this one, but personally I would use footings a meter deep at the least for this wall if I were doing it and buttress every six feet. If you ask your LPA and they say you can go ahead then you are fine, but I like to over engineer everything I do as I give five year guarantees for my work.
