Vapor barrier / insulation

I am just about to install a (cold) flat roof due to height restrictions, I have 200mm joists, 100mm insulation can I push my insulation boards up 50mm leaving a 50mm gap above the plasterboard, where I can fit spotlights without affecting the vapor barrier ?

Hi andy
My advise to you is to leave the 50mm above the insulation you can allways cut the insulation where the spots go and create a bigger hole in the insulation to house the spots as air circulation is important to the top bit.
