marks on new plaster

newly boarded and plastered walls when left to dry there seemed to be like oily marks come through after painting even coated the wall with stain cover and repainted it. any ideas .or do we need to start all over

Hi were the boards fixed, dot and dab? If so it could be that the adhesive hasnt dried and the moisture is coming out through the boards/plaster. You'll have to wait till it all dries out

Agree with Timothy David Interiors it’s more than likely it’s the dot and dab moisture coming through. That’s if it was dot and dabbed. You should allow everything a while dry out otherwise any moisture still drying out will bleed straight through a painted area.
