Does my new build Heat Line Capriz boiler legally require a thermostat?

Moved into a new build flat. I'm the first tenant. Building is about ten months old. I have a Heat Line Capriz 24 boiler installed. I've looked everywhere in the flat, but there's no thermostat, either on the boiler or wirelessly. There are TRVs on all radiators. Two questions: 1) Should the developer have installed a thermostat with the boiler by law? If yes, are you able to link me to something that I can use to prove that to them? 2) I have an F.75 fault flashing on the boiler. Can you tell me what that means and if there's a way for me to clear it? Cheers.

First, the installer knew that part of the current Building Regs and the manufacture's installation directive he should of fitted a room thermostat, this is down to shear laziness, with regards to the fault code F.75 this boiler is made by Vaillant and I assume the error it has the same meaning, see link below for possible cause and costs. Suggest you employ a Gas Safe engineer with boiler breakdown skills. Have you tried pressing the re-set button (#5) in your user manual it also serves has the on/off button too?
