Sounds like a mid position, or divert valve issue. Typically the valve is operated by a motor which is controlled by an 'actuator', or switch. That switch is tripped by your programmer. The whole device controls the flows to your hot water and heating systems. There are two components to check: the valve and the actuator. If the valve is not stuck the actuator can usually be replaced for about £50, parts plus labour. The entire assembly may set you back £75. A competent handyman can do this. A plumber will have to charge much more. I did one recently and it took me two hours, start to finish.
