Rising damp disputed by vendor

had a structural surveyor done told rising damp need to get it checked. Contracter confirmed rising damp. The vendor is disputing this and says that it is not rising damp but due to a flood from a faulty shower that has been removed. They further inform that the walls could take years to dry out. What to believe?

If you've had a structural survey done and they have said it's rising damp then it is. The old plaster on the walls needs removing and treating before re plastering.
