Hi Can you plaster on top of lining paper which is on the ceiling? Thanks Sarah

No you have to strip all paper off wall plaster does not stick to it.

definitely not the ceiling should be free from paper and loose material then sealed with unibond .

No. It must be down to the surface then either re boarded or pva and skim. Assuming it's an old ceiling, hence the lining paper, it may be better to overboard. But it will depend on what you find underneath the paper.
