Can't shut off washing machine tap to replace

Hiya! The blue tap to my washing machine is leaking, I've tried everything from ptfe tape to playing with the screw in the tap which slowed the leak down. Now I just want to replace the tap with a new one but when I turn off the stopcock outside my flat in the cupboard on the landing (I live in a block of flats ten years old) the cold sink taps stop running but the washing machine tap has still got water coming out! Do I need to keep letting water out till it stops or is there another stopcock outside outside?

Turn off the stopcock to the hot water tank.

If your internal stop tap stops water coming out of all of your cold taps then just put a bowl under the washing machine valve while you replace it. If the water is warm/hot turn on the hot taps and wait for tank to drain. It could be an old valve for the hot side of washing machine. All washing machine valves come with the blue handle fitted and the red loose in the packaging and some people don't swap them over.
