Low boiler pressure caused boiler to leak

My new boiler (3 months old) leaked water all over my kitchen floor due to the pressure release valve. Found out one of the radiators was leaking due to the valve not being tightened. Once we tightened it and re-pressured the boiler it seems ok. Told our plumber and he says it must if been water works going on in the street to cause it. When I mentioned the leaking radiator he said that must of been caused by that too. He said there was no way a radiator could leak for 3 months without going unnoticed. He said it would only take days for the boiler to lose pressure like that. I feel like he is lying to me or does anyone think there might be truth in this? Thanks for your help!

The pressure relief pipe should not terminate inside so you shouldn't have water all over your floor unless the joint to the PRV has not been tightened. That's a first... Secondly, the pressure relief valve will only open if the system has been over pressurised or the expansion vessel in the boiler breaks down. The other option is that someone has used the valve to drain the system (they tend not to close again). Would recommend asking a gas safe engineer to check over your boiler installation and radiators.
