Plastering over heating pipe

hi my mum has recently had smaller radiators put in the living room and the new pipes plastered over however the plaster is red hot whenever the heating is turned on and parts have started bulging out its next to an electric switch so I'm worried but she will hear nothing bad about this builder I'm hoping a professional can tell me if I'm right or wrong

If it's copper pipe in the walls it should never be plastered over without protecting the pipework first, failure to protect the pipework will end in the pipework leaking, it sounds like the plaster has had a bulge in it since it was first done, if it was a heat problem you would get surface cracking also, hope this helps
