3 meter extension, ground floor and first floor

HI,
we are looking to extend our house to the back by 3 meters. We have been told that we DO NOT need planning permission as its permissible to extend into your backyard upto 3 meters.
Do we need planning permission if we want to extend the ground floor by 3 meters?
Do we need planning permission if we want to extend the 1st floor by 3 meters to the back?
Do we need planning permission if we want to install a 3 piece bathroom suite on the ground floor?
Do we need building regulations permission to install a 3 piece bathroom suite on the ground floor?
Does it cost twice as much to extend both floors ? or is the cost of the 1st floor going to be less as compared to the ground floor?

Please advice as we are getting different quotes from different people. Kind regards,

Hi Sohair,
You do not say where in the uk you are.
I am in Glasgow and have found that before I submit plans to the district council it is better to speak to a planning officer first and obtain their views
