Leveling an uneven floor

I have a concrete floor which is very uneven, with dips and humps and cracks.
How do I reduce the size of the humps to bring them level with the rest of the floor? and what tools would be best to use?
I did consider using an electrical sander but couldn't decide if a belt or orbital sander would be best.
Any advice would be appreciated.

I would always use a levelling compound to bring the low spots up to the height of the high spots. Going the other way you would need a scabberler of industrial floor grinder both are very noisy and dusty and would need an appropriate dust extractor ( large vacume)
