Do you sand shiny new plaster before you apply a mist coat with a 240 grade paper.

Under no circumstances do you rub bare plaster before mistcoat, you will end up with scratch marks. Apply the mistcoat before any rubbing or filling, it will dry ok even on polished plaster.
