Brown solution in between glass (double glazed windows)

I am buying a property which has double glazed windows , there is a small amout of brown coloured solution in between the glass at the bottom. What could this be?

I have been told over the phone that the glass needs replacing, is this the case as there is no condensation or apparent leaks?

If there is no condensation the unit is fine it was a bad batch of adhesive there is loads out there don't worry

I agree with JPT Burke, But depending on size will not be over expensive to change the unit if it bothers you.
