Window can't be closed unless pushed from outside

A builder installed my windows and i got a fensa certificate from the suppliers. After the first couple of days, I told the builder the windows sounded open when they are shut, one of the windows can't be closed unless it is pushed from the outside.

he has made excuses and said there is nothing wrong with them,in the winter we have condensation on the inside and ice when it freezes. the house is cold in the winter,i have been in touch with the supplier and they don't want to know.

what can i do and where can i get help

speak with fensa and see what they suggest. but basically as the supplier is giving you the certificate they are guaranteeing the builders work. so the buck stops at them.
the only other step is legal action.
