New porch floor concrete 'crumbs' when walked on..

hello, just had a new porch built concrete fixing dug with half brick wall & pvc walls & windows. When the inside concrete was poured in it was left to dry for 2 days... since then (approx. 10 days) the top layer is of a crumb texture especially when walked on & feels damp. Window has been left open in porch & today I have opened the door wide to try & dry it out. I wanted to lay vinyl tiles but the surface is not dry & even when swept feels a bit damp? Is this normal? The firm that did it are 'reputable' & will fix if it is wrong so need to know if its normal or if I have a problem! I read about putting a concrete underlay layer on before the tiles? We have had unusal hot weather but cannot see this being the problem.. Thanks in advance for any advice :))

Hi, usually this condition is caused due to a floor being laid in the wrong conditions,,i.e. Frost...was the concrete mixed by hand or delivered ready mixed...as could be mixed with wrong ratio...always recommend pouring a self levelling compound prior to laying floor tiles...but make sure it's a good quality brand...
