External cill pitch/angle - water pools rather than drains off

My house is 4 years old and I've just noticed that the first floor window cills are higher at the front of the cill than the back so water pools on them rather than drain off? I'm worried that with it being a timber build brick skin that water will drain into the cavity causing rot?

Ideally they want refitting and the sills need packing underneath to make the sill bed square.
