painting over recently painted (4wks) gliddens vinyl matt (to make wipeable and waterproof)

Gliddens vinyl matt diamond white was used recently (4-5 weeks ago) on all walls, including an interior bathroom, kitchen and hallway. it has dried extremely matt and powdery. Being a city flat, it will definitely get layered with dust but when using a synthetic fluff duster the duster clumped up within a few strokes. I need to get the finish changed somehow so the lounge can be easily dusted and wiped. The bathroom needs to to be water resistant (ie. form water drops not streaks), steam and mould resistant and washable, and need to make the hallway at least wipeable for scuff marks. in the bathroom, can I paint over directly with Rust-Oleum Anti Germ Satin Paint (which says use a brush although I would prefer to use a roller!) or a Crown or Dulux bathroom paint or should I wash down and re-seal first? In the hall can I just wash down and then apply an endurance or diamond matt and can it be a different make? And in the lounge, would an endurance matt improve the wipeability? Sorry for the long question - this was done as a kind favour but now I have a tight deadline so I'm really hoping to be able to manage just one coat in all the scenarios! So in addition if you know of a one-coat washable matt and one-coat water + mouldproof satin or matt that will work over gliddens vinyl matt that would be fantastic. All advice gratefully received. Hi, my name is George. My advice is to use Dulux Durable matt in lounge and Dulux eggshell for the bathroom for best results.

My advice for the one coat solution would be to seek Valspa Paint. Plus its very durable and tough and can be bought in silk or Matt. I've used Valspa Paints before and highly recommend them.
